Telangana Establishes Unified Village Planning Rules
TL;DR
- Telangana introduces the GPSAP Rules, 2026 for integrated village development.
- Gram panchayats must create 3-to-5-year perspective plans and annual action plans.
- Panchayat Secretaries are required to collect and monthly update household-level data online.
- The framework merges multiple development schemes with Sustainable Development Goals.
The Telangana government has launched a comprehensive village development planning framework via an order issued by the Panchayat Raj and Rural Development Department on October 27. The newly notified Telangana Gram Panchayat Samagra Abhivruddhi Pranalika Rules, 2026, mandate all gram panchayats to create integrated plans focusing on infrastructure, welfare, housing, livelihoods, and employment.
Under these guidelines, every gram panchayat is required to draft an annual action plan alongside a three-to-five-year perspective development plan. Authorities specified that these perspective plans must factor in a financial outlay equivalent to 125 percent of the previous year's finances combined with expected finances for the current year.
Additionally, Panchayat Secretaries must gather and maintain digitized household-level data regarding employment, housing, vulnerable groups, livestock, assets, and government scheme beneficiaries. This digital information is mandated to receive monthly updates through an online portal.
The new rules combine several separate departmental planning practices, merging the GPDP and Viksit Gram Panchayat Plan with the GPSAP framework. This strategy also connects village-level planning to localized Sustainable Development Goals and incorporates the framework into the Telangana Rising 2047 vision document.
Why It Matters
This development is significant as it establishes a systematic monitoring and accountability mechanism at the grassroots level in Telangana, aligning local village initiatives with broader State and national development frameworks.
